<p><em><strong>Journal of Government Insight</strong> <strong>(JGI)</strong></em> is a journal published by the Program Studi Ilmu Pemerintahan, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Muhammadiyah Sinjai in collaboration with Muhammadiyah's Collage Association of Government Studies (AIPPTM). <p><em>The Study's objective in the Regency North Luwu 2020 Regional Election, Apparatus State Civil Service (ASN) is used for know-neutrality purposes. This qualitative research study aims to investigate instances of ASN violations against regulation neutrality in the Election General Regional Head (Pimilukada). It will do this by means of observations and in-depth interviews with representative managers of party politics in the District North Luwu, as well as with candidate regional heads who are third partners and who have a track record of team success and who competed in the regional election in the Regency North Luwu 2020. Results of the research indicate that there is no impartial apparatus state civil servant; instead, the most frequent occurrence is on activity campaigns. These campaigns involve Apparatus State Civil Servants, who attend activity declarations, offer open support via social media, and even assist in the installation of billboard candidate pairs in the region, particularly apparatus at the subdistrict level. Then, under the guise of sharing inexpensive foods in a manner that resembled that of packing, ASN engaged the public in mobilisation. In addition, a civil apparatus working in the capacity of a figure society invited the candidate pair to the region so they could socialise. On the other hand, ASN uses government-owned vehicles as well as buildings and spaces to provide the majority of facilities. <p><em>The study aim for know factors influence implementation development capacity Source Power Man Apparatus at the Luwu Regency Civil Service Agency. Study This held in region Regency Luwu with focus on Body Staffing Regency Luwu And In this research the author uses the descriptive type, Basic study is a survey. In study used technique data collection with method : Literature study (library research), Observation, Interview, namely interview direct with respondents who have determined, and Questionnaire. Population in study This is all over apparatus government Regency Luwuk is there on Luwu Regency Civil Service Agency . Sample In study This taken 3 Assistants, Head Part 12, Head Sexy 34 people with use technique purposive sampling. Data analysis for obtain description about condition every variable in a way single thing done with table frequency with analysis descriptive with determine range scale. <p><em>This research aims to determine the level of professionalism of the apparatus on community satisfaction in providing services at the Manggala District Office and the influence of apparatus professionalism on community satisfaction in services at the Manggala District Office. This research uses a quantitative research type. The results of the research hypothesis test show that all the independent variables of professionalism (skill, readiness, and responsibility) have a significant effect on the level of public satisfaction in getting services at the Manggala Subdistrict Office, then the variable that has the most influence is the employee readiness variable, namely the ability of employees to adapt to the method. <p><em>This research aims to evaluate the leadership role of the Head of Service in increasing employee performance motivation at the Pangkep Regency Education Office and analyze the factors that influence this leadership. The approach used is descriptive qualitative, with data collection techniques through observation, in-depth interviews and literature study. The research results show that the leadership of the Head of Service at the Pangkep Regency Education Service is reflected in the level of employee involvement in program planning, a moderate level of communication, consistent giving of rewards, low levels of punishment, and moderate supervision of employee activities. Factors that influence the leadership of the Head of Service include the level of education, experience, authority, and aspects of heredity. <p><em>This research analyzes the implementation of the National Education Standards Policy at North Luwu Elementary School using a naturalistic qualitative approach. The results show that the implementation of national standards is guided by government content standards. Even though the teaching staff and infrastructure are adequate, the main problem lies in inadequate funding.
